Rep. Porter Goss, President Bush's nominee to head the CIA, recently
introduced legislation that would give the president new authority to
direct CIA agents to conduct law-enforcement operations inside the United
States-including arresting American citizens.

The legislation, introduced by Goss on June 16 and touted as
an "intelligence reform" bill, would  substantially restructure the U.S.
intelligence community by giving the director of Central Intelligence (DCI)
broad new powers to oversee its various components scattered throughout the

But in language that until now has not gotten any  public attention, the
Goss bill would also redefine the authority of the DCI in such a way as to
substantially alter-if not overturn-a 57-year-old ban on the CIA conducting
operations inside the United States.

The language contained in the Goss bill has alarmed civil-liberties
advocates. It also today prompted one former top CIA official to describe
it as a potentially "dramatic" change in the guidelines that have governed
U.S. intelligence operations for more than a half century.

"This language on its face would have allowed President Nixon to authorize
the CIA to bug the Democratic National Committee headquarters,"  Jeffrey H.
Smith, who served as general counsel of the CIA between 1995 and 1996, told
NEWSWEEK. "I can't imagine what Porter had in mind."

Goss himself could not be reached for comment today. But a congressional
source familiar with the drafting of Goss's bill said the language reflects
a concern that he and others in the U.S. intelligence community share-that
the lines between foreign and domestic intelligence have become
increasingly blurred by the war on terrorism.

At the time he introduced the bill, Goss thought the 9/11 commission might
recommend the creation of a new domestic intelligence agency patterned
after Britain's M.I.5. The commission ended up rejecting such a proposal on
civil-liberties grounds. But in his bill Goss wanted to give the DCI and a
newly empowered CIA the "flexibility"-if directed by the president-to
oversee and even conduct whatever domestic intelligence and law-enforcement
operations might be needed to combat the terrorism threat, the
congressional official said.

"This is just a proposal," said the congressional official familiar with
the drafting of Goss's bill. "It was designed as a point of discussion, a
point of debate. It's not carved in stone."

But other congressional staffers predicted that the Goss bill, even if it
has little chance of passage, is likely to get substantial scrutiny at his
upcoming confirmation hearings-in part as an opportunity to explore his own
attitudes toward civil liberties.

Those hearings are already expected to be unusually contentious-partly
because of concerns among Democrats that the Florida Republican, a former
CIA officer himself who has chaired the House Intelligence Committee, has
been too partisan and too close to the Bush White House. But so far, most
staffers expect Goss to be confirmed eventually-if only because Democrats
are loath to appear overly obstructionist on a matter that might be
portrayed as central to  national security.

The Goss bill tracks current law by stating that the DCI shall  "collect,
coordinate and direct" the collection of intelligence by the U.S.
government-except that the CIA "may not exercise police, subpoena, or law
enforcement powers within the United States."

The  bill then adds new language after that clause, however, saying that
the ban on domestic law-enforcement operations applies  "except as
otherwise permitted by law or as directed by the president."

In effect, one former top U.S. intelligence community official told
NEWSWEEK, the language in the Goss bill would enable the president to issue
secret findings allowing the CIA to conduct covert operations inside the
United States-without even any notification to Congress.
The former
official said the proposal appeared to have been generated by Goss's staff
on the House Intelligence Committee, adding that the language raises the
question: "If you can't control a staff of dozens, how are you going to
control the tens of thousands of people who work for the U.S. intelligence

A CIA  spokeswoman said today that, while familiar with the provision, she
was not aware of any agency official seeking such a modification to the
longstanding ban on the CIA from conducting domestic law-enforcement
operations. (Ever since the creation of the CIA in 1947, the agency has
been excluded from federal law-enforcement within the United States. That
function was left to the FBI-which must operate in conformity to domestic
laws and, in more recent years, under guidelines promulgated by the
attorney general designed to insure protection of the rights of citizens.)

Sean McCormack, a White House spokesman, said the president's own proposal
for the creation of a national intelligence director-separate from the
director of the CIA-to oversee the entire U.S. intelligence community does
not envision any change along the lines called for in the Goss bill. "I
have not heard any discussion of that," said McCormack about the idea of
allowing the CIA to operate domestically.

Some congressional staffers speculated today that Goss most likely had
reached an understanding with President Bush that, if Congress does create
the new position of a national intelligence director, he would move into
that position rather than serve in the No. 2 position of CIA director.
Asked if such a deal had been reached, McCormack responded: "Nothing has
been ruled in or out."

on June 16-before the September 11 commission issued its own
recommendations for the creation of a national intelligence director as
well as a new National Counterterrorism Center that would conduct "joint
operational planning" of counterterrorism operations involving both the FBI
inside the United States and the CIA abroad.  The congressional official
familiar with the Goss bill pointed to that proposal as a recognition of
the increasingly fuzzy lines between foreign intelligence operations and
domestic law enforcement.

The proposal comes at a time when the Pentagon is also seeking new powers
to conduct intelligence operations inside the United States. A proposal,
adopted last spring by the Senate Intelligence Committee at the request of
the Pentagon, would eliminate a legal barrier that has sharply restricted
the Defense Intelligence Agency and other Pentagon intelligence agencies
from recruiting sources inside the United States.

That restriction currently requires that Pentagon agencies be covered by
the Privacy Act, meaning that they must notify any individual they contact
as to who they are talking to and what the agency is talking to them
about-and then keep records of any information they collect about U.S.
citizens. These are then subject to disclosure to those citizens. Pentagon
officials say this has made it all but impossible for them to recruit
intelligence sources and conduct covert operations inside the
country-intelligence gathering, they say, that is increasingly needed to
protect against  any potential terror threats to U.S. military bases and
even contractors. But critics have charged the new provision could open the
door for the Pentagon to spy on U.S. citizens-a concern that some said
today is  only amplified by the language in the Goss bill.

Olympic Threats How serious is the terror threat to the Olympics? Because
Greece has a long and intricate coastline with dozens of islands, the
country is viewed as relatively vulnerable to infiltration. And while
security for Olympic venues is tight, Athens presents a whole range of
civilian "soft targets" that are less well protected.

Nevertheless,  U.S. intelligence officials tell NEWSWEEK, it's not Al Qaeda
they are most worried about. Instead, officials  say the most imminent
threat to the peace of the games is anarchist and antiglobalization
activists of the type who caused significant violence and property damage
at a summit several years ago in Seattle. Officials believe such protestors
plan to swarm Athens and conduct a campaign of disruption and vandalism.

It's not that officials are complacent. But sources say that the "chatter"
they are picking up on Al Qaeda-linked Web sites is focused more on
targeting the United States mainland and American interests abroad than on
possible threats against the Olympics.

Specific Al Qaeda threats to the U.S., to U.S. interests abroad and to
countries working with Washington in Iraq are regarded by American
intelligence as more foreboding than possible threats to the Olympics.
Several months ago, Osama bin Laden issued a message threatening to attack
countries which did not withdraw from Iraq within 90 days, a deadline which
expired in July. "I think we will be seeing some serious attempts to make
good on that promise," a senior U.S. counterterror official told NEWSWEEK.
But the official said he was unaware of any more specific threat that bin
Laden made against the Olympics.


Once CIA- Always CIA
Examining the history of Porter Goss makes me wonder "Just how many politicians are on the CIA payroll? (How did he manage to accumulate $53 million on his salary?)

Did Goss actually use his dark CIA past or connections to win elections? How many people would knowingly vote for a CIA operative who had a hand in dirty tricks in Haiti, Santo Domingo, and Western Europe, who first worked for Army Intelligence?

Looking at his pro-Bush, pro-Cheney record and his advocacy in Haiti, South America[1] and his work towards increasing the budget/power of the CIA -- especially the elevation of the Director to a cabinet post to become an Intelligence Czar with control over a $40,000,000 budget, concerns me.

He believes in "political assassinations,"[2] exemplified by Operation Phoenix which killed thousands in Vietnam, and the Death squads so pervasive amongst US-trained military juntas installed in Central and Latin America.

Never mind his close relationship with the "Money Man" behind 9/11 (the term was coined by the FBI), the Head of Pakistani Intelligence, Lt. General Mahmoud Ahmad who had $100,000 wired to Mohamed Atta, alleged ringleader/pilot behind the September 11th attacks.

Surely one must wonder about this relationship, and why the US quietly urged the retirement of Lt. General Mahmoud Ahmad when this information was revealed to the press. However, the official Inquiry and the official 9/11 Commission avoided asking any questions that might thoroughly incriminate them and the White House personally in the attacks.

The Project for a New American Century's damning documents state that:
"A transformation strategy that solely pursued capabilities for projecting force from the United States, for example, and sacrificed forward basing and presence, would be at odds with larger American policy goals and would trouble American allies.

Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event--like a new Pearl Harbor."

As the first Pearl Harbor gave rise to the need for and justification for the CIA (whose mission is ironically to prevent another Pearl Harbor), so 9/11 is the foundation for the construction of a global American Empire which reserves the right to criminalize and kill all opposition to its rule.

A deep, critical examination of history reveals that Roosevelt wanted, provoked, and allowed the Japanese to attack Pearl Harbor, to gain support for the U.S.'s entry into World War II; a deep, critical examination of 9/11 reveals striking parallels to other historical events where a government has actually dropped defenses and assisted an "attack" to terrify a population into sacrificing their liberties, and supporting unjust wars against other nations (Think Reichstag Fire).

Porter Goss: The Man Behind the Patriot Act
Who was behind Patriot I and Patriot II? Porter Goss… The chosen protégé of Senator Bob Graham who shares the same agenda.

Goss also spearheaded the Congressional Oath of Secrecy Proposal in 1987.[3] He was aware that the U.S. had procured Global Hawk technologies (unmanned aircraft flown remotely) by April, 2000, according to the General Accounting Office.

According to Al Martin, in 1983 Goss was involved in Iran-Contra profiteering with Jeb and Neil Bush's Destin Country Club development fraud - a fraud out of which he made about $3 million illegally. He then became involved with Carlos Cardoen and Swissco Management, and the fraud that Swissco Management committed, not only in Florida, but throughout the United States, in those so-called illicit 'tax-swap deals,' which Senator Bob Graham of Florida also profited in.

"You could compare it to the crime family where the soldier rises from the street to become the capo, which has taken the hits over the years for his superiors in the organization," Martin continues. "Of course, unlike an organized crime family, the difference between the Bushonian Cabal and your average, run-of-the-mill organized crime family is that the Cabal controls, not only the entire nation, but influences policy throughout the planet. They are above all laws and impervious to any action." [4]

A New '9/11' to Forstall US Election in November?
More ominous is the concern that the Bush Cabal is scared and just might try to pull another 9/11[5] to further their dark agenda and nullify even a remote hope for an election. The psychological operations are underway, scaring the country into bracing itself for the next attack.

In true fascist fashion, a new coalition of corporate/government/media leaders have launched a website that boldly asserts- "The America Prepared Campaign …utilizes the expertise and energy of national leaders in emergency preparedness, media, marketing, government, and business to support.. the work already begun by the Department of Homeland Security Ready Campaign … to give Americans useful recommendations for preparing… for a terrorist attack."[6]

Goss has warned publicly that the FBI isn't capable of preventing more attacks, and has alluded to the value of the Madrid attacks to promote a more favorable climate for the international cooperation against "terrorist threats." Just who benefits from these threats and attacks, besides arms dealers, the transnational elite, and the architects of the "global security state"?

Certainly not your average American, nor the vast majority of people worldwide, but Goss is most likely not terribly concerned about them.

According to the Washington Post staff writer, Richard Leiby,[7] Goss grew up in Waterbury, Conn. and wasn't working class. He attended Hotchkiss prep school and Yale, where he joined the Army ROTC. He trained as a military intelligence officer after graduation, and by 1962 he was working at the CIA. A health crisis precipitated a career change from a clandestine field agent in Western Europe to a weekly newspaper publisher working with a bunch of "ex-spooks." Graham crossed party lines to push him into "public service" which quickly elevated him into Congress and to chair the powerful House Intelligence Oversight Committee.

He initially opposed an Inquiry into 9/11, until he thought it had a chance of averting a real commission. According to Sen. Richard Shelby[8], his threats to expose the Inquiry as a sham and throw his weight into the support of an outside Commission drove Graham and Goss to expand the narrow perimeters of the initial Inquiry. When the Inquiry failed to contain the victims' families outrage, the official Commission came into play; now the families are denouncing the Commission as a "Cover-Up Commission"--rife with conflicts of interest -- that has failed utterly to address key questions raised by the victims' families.[9] (Noting the failure of the official investigations to even look for the truth about 9/11, we organized The San Francisco International Inquiry into 9/11, Phase One in March 2004.)

Global outrage over the first candidate to head the so-called "Independent Commision into 9/11," Henry Kissinger, as well as Kissinger's reluctance to reveal his financial ties, prompted him to resign. There should be a similar outrage over the suggestion that Porter Goss, who should be thoroughly investigated for his own role in the 9/11 attacks, should be elevated to a position of extreme power that transcends that of the Presidency. Tenet "served Clinton and Bush;" the funding for the muhajadeen began under Carter; Presidents come and go, but the consolidation of military and corporate power march on relentlessly serving the necrophiliac elite who believe that if they can't own or control something. they have the right to kill it.

Only the raising of consciousness of the vast global majority--who respect life, truth, justice and desire peace, freedom, and a future for all--can, through their civic outrage, world opinion, put a halt to the utter criminalization of the state by casting the spotlight on Bush, the Cover-Up Commission, and the proposed "Intelligence Czar," Porter Goss. Outrage over Porter Goss's nomination would be a good place to start.

and telling the CIA to stop concentrating so much on ``counterterrorism,''
and the Iraq war.

Excerpts appear below, as it was posted on the CIA website as of June 24.

There was little coverage by ``the press'' of this occurrence,
and it is known that Porter Goss, who is retiring from Congress
this year, is actively campaigning to be the new CIA director.

Tenet's June 23 letter to Goss,
Chairman of the House Permanent Select Committee on Intelligence, says:

Dear Mr. Chairman:

Over the years, the Central Intelligence Agency and the
Intelligence Community have enjoyed a cooperative and productive
relationship with its Congressional oversight committees.

I was very much surprised, therefore, by the tone and
content of some of the report language associated with HPSCI's FY 2005 Authorization Bill.

Without exception, the goal of the various elements of the
Intelligence Community has been to protect the lives of Americans everywhere.

The Committee is within its rights to suggest
different priorities, but I find it hard to accept that any
serious observer would believe, as the Committee apparently does,
that there is an unhealthy emphasis on counterterrorism and
counterproliferation efforts or that we are placing too much
emphasis supporting the nation's Iraq effort at the CIA.

I am deeply disappointed at the way the report has chosen
to question the leadership and capabilities of the Clandestine Service.

Dysfunctional organizations do not perform the way the
Directorate of Operations performed in Afghanistan, and in
support of the military in Iraq before and after the conflict.

Dysfunctional organizations do not take down or eliminate the
most dangerous proliferators in the world -- like the A.Q. Khan
network. Nor do they aid in the disarmament of a country like
Libya. To suggest that the organization that was key to all these
victories, not to mention the capture of Khalid Sheik Mohammed,
and more than two thirds of the Al Qa'ida leadership is on the
verge of being incapable of ``the slightest bit of success'' is frankly absurd.

The damage done by inattention to the clandestine service
during the first half of the 1990s cannot be repaired in the
blink of an eye. Just as the military cannot hire people off the
street to become instant Majors and Lieutenant Colonels, it takes
years for CIA to recruit, train and deploy experienced case

Some of the Committee's criticisms of the CIA's Directorate
of Intelligence are, in my view, similarly ill-informed. The
Deputy Director for Intelligence has made extraordinary strides
in improving her Directorate's global analytic reach. The
suggestion that analysts are risk averse is simply wrong. It has
been stressed to all our analysts that making hard calls is what
we do. Our work must be based on rigorous, well-reasoned, and
appropriately caveated analysis. Above all, we must take care not
to create a chilling environment in which analysts are hesitant
to make tough calls.

Finally, I object to your Report's language on the Agency's
Compensation Reform plans. Leading government and private sector
experts such as the Office of Personnel Management and the
Business Executives for National Security have singled out the
Agency's plans for particular praise. CIA's program is much more
carefully thought out and structured than that of other Federal
departments that are proceeding apace with their civil service
restructuring without Congressional micromanagement and the
prospect of facing unnecessary obstacles and legislative burdens.

Being able to adequately and flexibly compensate our workforce
would go a long way to helping CIA overcome the challenges we
face in completing our essential mission.

Since your Report language has been widely distributed,
I plan to release this letter.

'Fahrenheit' calls put Goss in hot seat

WASHINGTON — Michael Moore's box-office smash Fahrenheit 9/11 is keeping the phones ringing in the Capitol Hill office of Rep. Porter Goss.
Moviegoers have been calling Goss' office every day since the film's debut last week, but not for a reason that makes the congressman happy.

In the film, Goss, a Republican from Florida, is shown discussing the Patriot Act. He mentions that Americans with concerns about the U.S. intelligence network can call a toll-free 800 number.

Moore informs viewers there is no such number and instead displays the phone number to Goss' office in the Cannon House Office Building across the street from the U.S. Capitol.

"We're getting hundreds of calls," said spokeswoman Julie Almacy.

The brief segment is intended to make Goss, 65, chairman of the House Permanent Select Committee on Intelligence, look uninformed at best and misleading at worst.

Almacy said Goss didn't mean to imply an 800 number really exists. She said he was referring to the intelligence committee as if it were a "help line" Americans could call with concerns they have about the Patriot Act or other aspects of U.S. intelligence gathering.

"It is a reference to the intelligence committee," Almacy said. "Mr. Moore decided to take it literally and it wasn't meant that way."

Almacy said the calls prompted by the movie have run the gamut from people just wondering if it was a working number to those with strong opinions.

The unwanted notoriety comes as Goss' name has been mentioned as a successor to departing Central Intelligence Agency director George Tenet. Goss worked for the CIA's Clandestine Services branch from 1960 to 1971.

Bush-Cheney Cabal Names Porter Goss CIA Chief

Why did former CIA operative Rep. Porter Goss get the nod to be the new DCI (Director of Central Intelligence) at the CIA?

It means that the Bush Cheney Cabal aka the Bush Crime Family is so sure of itself and its power that it can name one of its own, a former point man for CIA assassinations to be the head of the CIA.

"Within the Bush Cabal, it is a proof of strength," writes government whistleblower Al Martin in his column called "The M3 Money Supply Story: A New Twist, Rep. Porter Goss (R-FL) and Patriot II Skullduggery." "The Cabal is strong enough to get a guy with a long history, like Porter Goss, to be DCI, to be able to get that appointment approved in Congress. It’s a test of strength. It’s a re-affirmation that the Bush Cabal rules.

"So how did Porter Goss get on the current short list to be the Director of the CIA after the resignation of George Tenet?" asks Martin. "It’s because of who he is.

Cheney Cat's Paw, Porter Goss, as CIA Director?

There is, thankfully, a remnant of CIA professionals who still put objective analysis above political correctness and career advancement. Just when they thought there were no indignities left for them to suffer, they are shuddering again at press reports that Rep. Porter Goss (R-FL) may soon be their new boss.

That possibility conjures up a painful flashback for those of us who served as CIA analysts when Richard Nixon was president. Chalk it up to our naiveté, but we were taken aback when swashbuckling James Schlesinger, who followed Richard Helms as CIA director, announced on arrival, "I am here to see that you guys don't screw Richard Nixon!" To underscore his point, Schlesinger told us he would be reporting directly to White House political adviser Bob Haldeman (Nixon's Karl Rove) and not to National Security Adviser Henry Kissinger.

No doubt Goss would be more discreet in showing his hand, but his appointment as director would be the ultimate in politicization. He has long shown himself to be under the spell of Vice President Dick Cheney, and would likely report primarily to him and to White House political adviser Karl Rove rather than to National Security Adviser Condoleezza Rice.

Goss would almost certainly follow lame-duck director George Tenet's practice of reading to the president in the morning and become an integral part of the "White House team." The team-membership phenomenon is particularly disquieting.

If the failure-prone experience of the past few years has told us anything, it is that being a "team member" in good standing is the kiss of death for the CIA director's primary role of "telling it like it is" to the president and his senior advisers. It was a painful moment of truth when former Speaker Newt Gingrich - like Cheney, a frequent visitor to CIA headquarters - told the press that Tenet was "so grateful to the president that he would do anything for him."

The Whore of Babylon
One need look no farther than what has become known as a latter-day Whore of Babylon - the National Intelligence Estimate (NIE) of Oct. 1, 2002, the very title of which betrayed a politically correct, but substantively wrong, conclusion: "Iraq's Continuing Programs for Weapons of Mass Destruction." And bear in mind that it was only several months after President Bush decided to attack Iraq that Tenet commissioned that estimate. Not unreasonably, Congress was wondering about the views of the intelligence community, and the White House needed congressional acquiescence.

No problem. "Slam-dunk" Tenet, following White House instructions, ensured that the estimate was cooked to the recipe of Cheney's tart speech of August 26, 2002. "We know that Saddam has resumed his efforts to acquire nuclear weapons," Cheney said, and the estimate Tenet signed gave belated endorsement - with "high confidence," no less - to that lie.

The intelligence process, of course, was not the only thing undermined. So was the Constitution. Various drafts of that NIE, reinforced with heavy doses of "mushroom-cloud" rhetoric, were used to deceive congressmen and senators into ceding to the executive their prerogative to declare war - the all-important prerogative that the framers of the Constitution took great care to reserve exclusively to our elected representatives in Congress.

What was actually happening was clear to intelligence analysts, active and retired. We Veteran Intelligence Professionals for Sanity were not the only ones to expose it as clearly and often as the domesticated US media would allow.

But what about CIA alumnus Porter Goss, then in his sixth year as chairman of the House intelligence oversight committee? Republican party loyalist first and foremost, Goss chose to give an entirely new meaning to "oversight." Even when it became clear that the "mushroom cloud" reporting was based mostly on a forgery, he just sat back and watched it all happen. Like Br'er Fox, he didn't say nothin'.

From Sycophant Tenet to Professional Politician
This is what CIA would get with Porter Goss at the helm. Appointing Goss would administer the coup de grace to intelligence analysts trying to survive while still speaking truth without fear or favor. The only saving grace for them would be the likelihood that they would be spared "multiple visits" by Cheney to the inner sanctum where it used to be possible to produce unvarnished analysis without vice presidents and other policy makers looking over their shoulders to ensure they "had thought of everything." Goss, who has a long history of subservience to Cheney, could be counted upon to play the Cheney/Gingrich/et al. role himself.

Don't Throw Me in That Briar Patch
Last month when Tenet was let go, administration officials indicated that a permanent replacement would not be named until after the election. They indicated they wanted to avoid washing the dirty linen of intelligence once again in public. Evidently, they had not yet checked with Karl Rove.

The Democrats warn smugly that an attempt by the administration to confirm a new CIA director could become an embarrassing referendum on CIA's recent performance, but they miss the point entirely - and show, once again, that they can't hold a candle to Rove for political cleverness. The name of the administration's game is to blame Iraq on intelligence failures, and Goss already did so last week in what amounted to his first campaign speech for the job of director. Consider court historian Bob Woodward's book, Plan of Attack, which Condoleezza Rice and other officials have promoted. Rice has publicly confirmed Woodward's story about Tenet misleading the president by claiming the evidence on Iraqi weapons of mass destruction was a "slam dunk."

While there is ample evidence of ineptitude on Tenet's part, this now-famous vignette obscures the fact that President Bush had unleashed the dogs of war well before checking to see if there was any credible intelligence to justify doing so. As the election nears, it serves the administration nicely to keep the focus on intelligence shortcomings and to make it appear that the president was misled - on weapons of mass destruction, for example. And Porter Goss is precisely the right person to cooperate in this effort. I can imagine Rove laughing up his sleeve last week at word that the Democrats are urging Senate minority leader Tom Daschle (D-S.D.) to prepare for extensive confirmation hearings this fall. (In my mind's eye I can see Rove musing, Bring em on!)

The report due later this month by the Senate Intelligence Committee investigating intelligence performance regarding the long-sought-after Iraqi weapons of mass destruction is said to be scathing in its criticism of CIA. No problem. This too will help keep the focus where the White House wants it - the more so since committee chair and Republican stalwart Pat Roberts (R-KS) can be counted on to do whatever Cheney and Rove tell him to do. It was not until Roberts was instructed to give Tenet the cold shoulder that the latter began to see the handwriting on the wall.

And Republicans are also in control of the 9/11 commission, which will be issuing its own report later this month. There are already signs that Republican commissioners have begun to water down findings critical of the administration, while highlighting those critical of intelligence performance.

Goss was happy to let the Senate intelligence committee take the lead in investigating intelligence performance on key issues like weapons of mass destruction and, before he decided to promote his candidacy for director, he generally chose to keep his committee's head (and his own) down. With good reason. The myriad shortcomings in intelligence work appeared on his somnolent watch; by any reasonable standard, he bears some responsibility for impaired oversight - not only on Iraq, but on 9/11 as well.

Goss on 9/11
With respect to the various investigations into 9/11, Goss was thrust into the limelight by Cheney, who initially opposed any investigation at all. In February 2002, Cheney went so far as to warn that if Congress decided to go ahead with an investigation, administration officials might not show up to testify. When folks started talking about the need for a genuinely independent commission, though, Cheney acquiesced in the establishment of the congressional joint committee as the lesser evil and took reassurance in the fact that Goss could be counted on to keep the lid on - and, when necessary, run rings around co-chair Sen. Bob Graham, (D-FL).

Porter Goss performed that task brilliantly, giving clear priority to providing political protection for the president. Goss acquiesced when the White House and CIA refused to allow the joint committee to report out any information on what President Bush had been told before 9/11 - ostensibly because it was "classified." This gave rise to thinly disguised, but eloquently expressed, chagrin on the part of the committee staff director, who clearly had expected stronger backing in her negotiations with White House officials.

As a result, completely absent from the committee's report was any mention of the President's Daily Brief of Aug. 6, 2001, which bore the title "Bin Laden determined to strike in US," even though the press had already reported the title and the gist of that damning piece of evidence. Small wonder that the families of 9/11 victims were outraged and pressed even harder for an independent investigation.

And a First for a Congressional Committee
The most notable (and bizarre) achievement of the joint committee was inviting the FBI to investigate members of Congress. In June 2002, Cheney called Goss and Graham to chastise them for a media leak of sensitive information from intercepted communications. A CNN report had attributed the leak to "two congressional sources," and Cheney was livid.

Goss admitted to being "chagrined" over Cheney's call. He and Graham promptly bypassed normal congressional procedures and went directly to Attorney General John Ashcroft, asking him to investigate the leak. Little thought apparently was given to the separation of powers between the executive and congressional branches, or the fact that Congress has its own capability for such investigations.

Next thing you know, the FBI is crawling all over Capitol Hill, questioning members of the joint committee that is investigating the FBI, CIA, et al., and asking members of Congress to submit to lie-detector tests. Shaking his head, Sen. John McCain (R-NM) noted the ludicrousness of allowing the FBI to build dossiers on lawmakers who are supposed to be investigating the FBI. He and others joined those pushing for the creation of an independent 9/11 commission.

That Goss and Graham could be so easily intimidated by Cheney speaks volumes.

Bottom Line
West Virginia Sen. Jay Rockefeller, the ranking Democrat on the Senate intelligence committee is right in saying, "We need a director who is not only knowledgeable and capable but unquestionably independent." And politicians need not apply. Rockefeller would rule out "any politician from either party." But who pays attention to minority members these days - ranking or non-ranking? Rockefeller might have added that another prerequisite is prior experience managing a large, complex organization. Tenet had none; neither does Goss.

There seems a better than even chance the Bush administration will nominate Goss, and use the nomination hearings as yet another forum at which to blame the Iraq debacle on faulty intelligence. And, as a bonus for Bush, if there is time before the election, it would seem a safe bet that Goss will be able to bring to heel recalcitrant analysts who are still "fighting the problem," still staring in disbelief at the given wisdom (given, apparently, only to the Pentagon and White House) that Iraq and al-Qaeda were in bed with each other.

Comment: Despite studying September 11 for two years solid, one fact I only just discovered is that George W. Bush's father was meeting with Osama bin Laden's brother, Shafig bin Laden, in the Ritz-Carlton Hotel, Washington, on the morning of 9/11. They were on Carlyle Group business just a few miles from where hijackers supposedly acting on behalf of Osama bin Laden would fly a plane into the Pentagon.

Recall that the chief financier of the so-called hijackers, Pakistan's Chief Spy General Mahmoud Ahmad, was meeting with Bush administration officials the week before 9/11. Pakistan's powerful Interservices Intelligence Agency (ISI), which in the 1990s created and trained the Taliban, maintains close ties to U.S. intelligence. By treaty, the ISI chief is approved by the CIA. On September 11, that was Gen. Mahmoud Ahmad. He was in Washington when the attacks occurred, on a visit since September 4 to meet with his counterpart at the CIA, George Tenet, and other officials. The Wall Street Journal later reported that ISI provided financing to the alleged 9/11 hijackers. Indian intelligence sources said Ahmad directly approved a wire of $100,000 to Mohamed Atta. On the morning of September 11, Ahmad was at the Capitol, meeting with the heads of the Congressional intelligence committees, Sen. Bob Graham and Rep. Porter Goss. At the insistence of the FBI, Ahmad was fired from his post a month later, as the Pakistani cabinet was reshuffled on the eve of the U.S. offensive in Afghanistan. The report was completed last December; only a bare-bones list of “findings” with virtually no details was made public. But nearly six months later, a “working group” of Bush administration intelligence officials assigned to review the document has taken a hard line against further public disclosure. By refusing to declassify many of its most significant conclusions, the administration has essentially thwarted congressional plans to release the report by the end of this month, congressional and administration sources tell NEWSWEEK. In some cases, these sources say, the administration has even sought to “reclassify” some material that was already discussed in public testimony-a move one Senate staffer described as “ludicrous.” The administration’s stand has infuriated the two members of Congress who oversaw the report-Democratic Sen. Bob Graham and Republican Rep. Porter Goss.

On the heels of alleged CIA involvement in public stock trading and use of sensitive prior knowledge of last fall’s attacks, on May 22, FBI agents Jeffrey A. Royer and Lynn Wingate were charged with racketeering conspiracy, securities fraud, conspiracy and obstruction of justice.

Royer was also charged with extortion, according to an examination of an unsealed federal indictment: United States v. Elgindy, Royer, Wingate, Cleveland and Peters, filed in New York District Court by Alan Vinegard, U.S. attorney—all of which clouds either open or secret congressional probes of pre-attack insider trading profits.

Turmoil reportedly besets joint inquiry into attacks
That's exactly the sort of ''blame game'' that Senator Bob Graham and Representative Porter Goss, the two chairmen from Florida overseeing the investigation, promised would not happen.

Yes, you got it. Nothing is being done. US Senators have big investments in these. The biggest one found thus far is a $25 million investment of Merck Pharmaceuticals.

Along with investments such as:

Senator Diane Feinstein (Dem.-Calif)..somewhere between 1/2 and 1 million dollar investment in Intuitive Surgical (which receives benefits from both pharmaceutical and managed healthcare).

Rep. Porter Goss (Rep.-Fla)..With large investments in Merck Pharmaceuticals and Walmart, who sells pharmaceuticals.

Rep. Tom Petri (Rep.-Wis.)...with what is listed as 5 to 25 million dollars invested into Walgreens.

And let us not forget Sen. Jay Rockefeller (Dem.-W Va.) Whos' holdings are in his wifes' name... and has a large investment in Incyte Pharmaceuticals.

We should also add that the "new advertising" of medications has had an effect on the price of prescription drugs. I guess we need to pay for this information, so we are more aware, and can make certain our healthcare officials know about these new drugs
