This October 21, 1989 cable carries the text of a secret message from Secretary of State James Baker to Iraqi Foreign Minister Tariq Aziz. Baker informs Aziz, whose government 13 months previously had gassed Kurdish villages, that "the United States seeks a broadened and deepened relationship with Iraq." President Bush's policy, writes Baker, "is to work to strengthen the relationship between the United States and Iraq whenever possible."

ROME: As many as 40,000 children under the age of 5 will die and some 10 million more people will be condemned to poverty because of the terrorist attacks in the United States on Sept. 11, the president of the World Bank said Sunday.

"We have seen the human toll from the recent attacks, with citizens from some 80 nations perishing in New York, Washington and Pennsylvania," James Wolfensohn said by telephone from Washington. "But there is another human toll that is largely unseen and one that will be felt in all parts of the developing world, especially Africa. We estimate that between 20,000 and 40,000 more children will die worldwide and some 10 million people will be condemned to live below the poverty line of $1 a day because of the terrorist attacks."

Mr. Wolfensohn said the economic fallout from the attacks would cause several poor countries to stall or fall into recession because of a sharp decline in exports, the collapse of tourism and steep drops in commodity prices and investment.

"There is an absolutely clear link between the drop in economic activity and infant mortality and poverty," Mr. Wolfensohn said.

These findings will be released Monday as part of a special World Bank report on the economic impact of the terrorist attacks, an advance copy of which was obtained by the International Herald Tribune.

"When you have a combination of global downturn and severe drops in commodity prices and a huge reduction in international trade, the people who suffer most are clearly in the developing countries," Mr. Wolfensohn said. "And that passes straight through to people living on the margin."

The World Bank report estimates that the impact of the attacks could limit average economic growth among industrialized countries to just 0.95 percent next year.

The International Monetary Fund last week was hesitant to predict in numerical terms how growth would be affected by the attacks, but the World Bank study paints a grim and specific picture of both the economic implications and the drop-off in private capital flows to emerging markets.

Before the terrorist crisis, the bank estimated that the economy of the United States and other members of the Organization for Economic Cooperation and Development would grow 1.1 percent this year and recover to 2.2 percent growth next year. But the figures to be released Monday show that the attacks could shave 0.75 percentage point to 1.25 percentage points from OECD countries' growth in 2002, resulting in growth of just 0.95 percent.

This forecast, the bank notes in its report, assumes that business returns to normal by mid-2002, that consumers eventually respond to lower interest rates as they have in past recessions and that no new events shock the global economy.

Mr. Wolfensohn noted that already there were signs that higher costs and reduced economic activity were putting a damper on global trade. Insurance and security costs and delays in customs clearance are among the main factors pushing up the costs of trade.

As examples of the direct impact of the terrorist attacks on the world economy, the bank says that major shipping lines have raised freight rates to India by 10 to 15 percent and that about 65 percent of vacations booked for the Caribbean have been canceled. It also says private capital flows to developing countries are going down sharply and are forecast to fall from $240 billion last year to an estimated $160 billion for all of this year.

"You can see it in countries highly dependent on commodity exports, where prices are falling," Mr. Wolfensohn said, "or in those highly dependent on tourism such as the Caribbean area, where they go from positive growth straight to recession overnight. This, if you like, is the globalization of poverty."

What will be needed, the World Bank chief added, is greater financial support from bilateral and multilateral sources such as governments and international institutions. He said the new round of world trade talks scheduled to begin in November in Doha, Qatar, would also need to devise ways to help poorer countries to be better integrated into the world trading system.

"I think over the years ahead we need three things to cope with the effects of the terrorist attacks on the world economy," Mr. Wolfensohn argued. "We need more international aid, building up by $10 billion to $20 billion more a year to a total of about $100 billion more in coming years; we need the opening of trade for developing countries, and we need continuing coordination of monetary and fiscal policies."

Apart from the need to provide development money to save the lives of children who will otherwise die from increased poverty in Africa and elsewhere, Mr. Wolfensohn also spoke with an eye on the need for more social equity and political stability in disadvantaged parts of the world.

The relationship between economic decline and infant mortality was found using models pioneered by Lawrence Summers, the former U.S. Treasury secretary who previously served as chief economist at the World Bank.

"Perhaps behind all this is a recognition that we are dealing with 80 percent of the world population which has only 20 percent of world income," he said, "and we have to be conscious of the need for global stability when there is such inequity in the world because the conquest of poverty is also the quest for peace."

An extra $100 billion of aid for developing countries, Mr. Wolfensohn said, would correspond to the goal agreed upon by the international community of raising official assistance from its present level of 0.22 percent of the gross national product of OECD countries to a target of 0.7 percent.

v. Case



I. Howard Teicher, hereby state that, to the best of my knowledge
and belief, the facts presented herein are true, correct and complete. I
further state that to the best of my knowledge and belief, nothing stated
in this Declaration constitutes classified information.

1. My name is Howard Teicher. From 1977 to 1987, I served in the
United States government as a member of the national security bureaucracy.
>From early 1982 to 1987, I served as a Staff Member to the United States
National Security Council.

2. While a Staff Member to the National Security Council, I was
responsible for the Middle East and for Political-Military Affairs.
During my five year tenure on the National security Council, I had
regular contact with both CIA Director William Casey and Deputy Director
Robert Gates.

3. In the Spring of 1982, Iraq teetered on the brink of losing its
war with Iran. In May and June, 1982, the Iranians discovered a gap in
the Iraqi defenses along the Iran-Iraq border between Baghdad to the north
and Basra to the south. Iran positioned a massive invasion force directly
across from the gap in the Iraqi defenses. An Iranian breakthrough at the
spot would have cutoff Baghdad from Basra and would have resulted in
Iraq's defeat.

4. United States Intelligence, including satellite imagery, had
detected both the gap in the Iraqi defenses and the Iranian massing of
troops across from the gap. At the time, the United States was officially
neutral in the Iran-Iraq conflict.

5. President Reagan was forced to choose between (a) maintaining
strict neutrality and allowing Iran to defeat Iraq, or (b) intervening and
providing assistance to Iraq.

6. In June, 1982, President Reagan decided that the United States
could not afford to allow Iraq to lose the war to Iran. President Reagan
decided that the United States would do whatever was necessary and legal
to prevent Iraq from losing the war with Iran. President Reagan formalized
this policy by issuing a National Security Decision Directive ("NSDD") to
this effect in June, 1982. I have personal knowledge of this NSDD because
I co-authored the NSDD with another NSC Staff Member, Geoff Kemp. The
NSDD, including even its indentifying number, is classified.

7. CIA Director Casey personally spearheaded the effort to ensure
that Iraq had sufficient military weapons, ammunition and vehicles to
avoid losing the Iran-Iraq war. Pursuant to the secred NSDD, the United
States actively supported the Iraqi war effort by supplying the Iraqis
with billions of dollars of credits, by providing U.S. military
intelligence and advice to the Iraqis, and by closely monitoring third
country arms sales to Iraq to make sure that Iraq had the military
weaponry required. The United States also provided strategic operational
advice to the Iraqis to better use their assets in combat. For example,
in 1986, President Reagan sent a secret message to Saddam Hussein telling
him that Iraq should step up its air war and bombing of Iran. This
message was delivered by Vice President Bush who communicated it to
Egyptian President Mubarak, who in turn passed the message to Saddam
Hussein. Similar strategic operational military advice was passed to
Saddam Hussein through various meetings with European and Middle Eastern
heads of state. I authored Bush's talking points for the 1986 meeting
with Mubarak and personally attended numerous meetings with European and
Middle East heads of state where the strategic operational advice was

8. I personally attended meetings in which CIA Director Casey or
CIA Deputy Director Gates noted the need for Iraq to have certain weapons
such as cluster bombs and anti-armor penetrators in order to stave off the
Iranian attacks. When I joined the NSC staff in early 1982, CIA Director
Casey was adamant that cluster bombs were a perfect "force multiplier"
that would allow the Iraqis to defend against the "human waves" of Iranian
attackers. I recorded those comments in the minutes of National Security
Planning Group ("NSPG") meetings in which Casey or Gates participated.

9. The CIA, including both CIA Director Casey and Deputy Director
Gates, knew of, approved of, and assisted in the sale of non-U.S. origin
military weapons, ammunition and vehicles to Iraq. My notes, memoranda
and other documents in my NSC files show or tend to show that the CIA knew
of, approved of, and assisted in the sale of non-U.S. origin military
weapons, munitions and vehicles to Iraq.

10. The United States was anxious to have other countries supply
assistance to Iraq. For example, in 1984, the Israelis concluded that
Iran was more dangerous than Iraq to Israel's existence due to the growing
Iranian influence and presence in Lebanon. The Israelis approached the
United States in a meeting in Jerusalem that I attended with Donald
Rumsfeld. Israeli Foreign Minister Yitzhak Shamir asked Rumsfeld if the
United States would deliver a secret offer of Israeli assistance to Iraq.
The United States agreed. I travelled wtih Rumsfeld to Baghdad and was
present at the meeting in which Rumsfeld told Iraqi Foreign Minister Tariq
Aziz about Israel's offer of assistance. Aziz refused even to accept the
Israelis' letter to Hussein offering assistance, because Aziz told us that
he would be executed on the spot by Hussein if he did so.

11. One of the reasons that the United States refused to license
or sell U.S. origin weapons to Iraq was that the supply of non-U.S. origin
weapons to Iraq was sufficient to meet Iraq's needs. Under CIA DIrector
Casey and Deputy Director Gates, the CIA made sure that non-U.S.
manufacturers manufactured and sold to Iraq the weapons needed by Iraq.
In certain instances where a key component in a weapon was not readily
available, the highest levels of the United States government decided to
make the component available, directly or indirectly, to Iraq. I
specifically recall that the provision of anti-armor penetrators to Iraq
was a case in point. The United States made a policy decision to supply
penetrators to Iraq. My notes, memoranda and other documents in my NSC
files will contain references to the Iraqis' need for anti-armor
penetrators and the decision to provide penetrators to Iraq.

12. Most of the Iraqi's military hardware was of Soviet origin.
Regular United States or NATO ammunition and spare parts could not be used
in this Soviet weaponry.

13. The United States and the CIA maintained a program known as
the 'Bear Spares" program whereby the United States made sure that spare
parts and ammunition for Soviet or Soviet-style weaponry were available to
countries which sought to reduce their dependence on the Soviets for
defense needs. If the "Bear Spares" were manufactured outside the United
States, then the United States could arrange for the provision of these
weapons to a third country without direct involvement. Israel, for
example, had a very large stockpile of Soviet weaponry and ammunition
captured during its various wars. At the suggestion of the United States,
the Israelis would transfer the spare parts and weapons to third countries
or insurgent movements (such as the Afghan rebels and the Contras).
Similarly, Egypt manufactured weapons and spare parts from Soviet designs
and porvided these weapons and ammunition to the Iraqis and other
countries. Egypt also served as a supplier for the Bear Spares program.
The United States approved, assisted and encouraged Egypt's manufacturing
capabilities. The United States approved, assisted and encouraged Egypt's
sale of weaponry, munitions and vehicles to Iraq.

14. The mere request to a third party to carry out an action did
not constitute a "covert action," and, accordingly, required no
Presidential Finding or reporting to Congress. The supply of Cardoen
cluster bombs, which were fitted for use on Soviet, French and NATO
aircraft, was a mere extension fo the United States policy of assisting
Iraq through all legal means in order to avoid an Iranian victory.

15. My NSC files are currently held in trhe President Ronald
Reagan Presidential Archives in Simi Valley, California. My files will
contain my notes and memoranda from meetings I attended with CIA director
Casey or CIA Deputy Director Gates which included discussions of Cardoen's
manufacture and sale of cluster bombs to Iraq. My NSC files will also
contain cable traffic among various United States agencies, embassies and
other parties relating to Cardoen and his sale of cluster bombs and other
munitions to Iraq and other Middle Eastern states.

16. Under CIA Director Casey and Deputy Director Gates, the CIA
authorized, approved and assisted Cardoen in the manufacture and sale of
cluster bombs and other munitions to Iraq. My NSC files will contain
documents that show or tend to show the CIA's authorization, approval and
assistance of Cardoen's manufacture and sale of cluster bombs and other
muntions to Iraq.

17. My files will contain notes, memoranda and other documents
that will show that the highest levels fo the United States government,
including the NSC Staff and the CIA, were well aware of Cardoen's arrest
in 1983 in Miami in a sting operation relating to the smuggling of night
vision goggles to Cuba and Libya. My files will also show that the
highest levels of the government were aware of the arrest and conviction
of two of Cardoen's employees and his company Industrias Cardoen.

18. CIA Director William Casey, aware of Cardoen's arrest and the
conviction of his employees and his company, intervened in order to make
sure that Cardoen was able to supply cluster bombs to Iraq. Specifically,
CIA Director Casey directed the Secretaries of the State and Commerce
Departments that the necessary licenses required by Cardoen were not to be
denied. My files will contain notes, memoranda and other documents
showing or tending to show that CIA Director William Casey's intervention
was in order to maintain Cardoen's ability to supply cluster bombs and
other munitions to Iraq.

I declare under penalty of perjury that the foregoing is true and
correct to the best of my memory and recollection.

Whatever Happened to IRAQGATE ?

As the 1992 presidential race reached its final days, Bill Clinton promised that, if elected, he would appoint an independent prosecutor to investigate allegations by congressional Democrats that the U.S. government had secretly been aiding the Iraqi weapons buildup-and perhaps even its nuclear weapons effort-and then engaging in a cover-up to hide its handiwork. Repeatedly challenging President Bush for the Republican "tilt" toward Iraq in the 1980's, Clinton vowed that no political considerations would cloud the investigation. The Clinton team took the issue so seriously that vice-presidential candidate Al Gore, in a landmark speech, called the Iraq scandal "worse than Watergate."

The story had all the ingredients for a political potboiler: official letters from the director of CIA and the attorney general to the House Banking Committee Chairman Henry Gonzalez(D-TX), warning him to drop the investigation of an obscure bank in Atlanta, Georgia, because of unspecified "national security" implications; highly publicized allegations by Gonzalez of a White House cover-up a corporate whistle blower who claimed her life had been threatened; and tales of Iraqi agents cozying up to CIA operatives, and buying up U.S. companies to establish the covert arms pipeline to Saddam.



Iraqgate: Confession and Cover-Up

While the O.J. Simpson trial gobbled up endless TV hours and countless news pages, a concurrent criminal trial in Miami went almost unnoticed by the national media, even though it called into question the judgment of three U.S. presidents.
President Clinton's Justice Department had put on trial Teledyne Industries, a major military contractor, and two of its mid-level employees, on charges of selling cluster-bomb parts to a Chilean arms manufacturer, Carlos Cardoen. Cardoen, in turn, allegedly shipped finished bombs to Iraq.

Defense attorneys for the Teledyne employees argued that the CIA, as part of a secret operation that has come to be known as "Iraqgate," had authorized the shipments--a claim that the Reagan/Bush administration had long denied. Since taking office in 1993, the Clinton team has continued that GOP position, stating as recently as Jan. 16 that the administration "did not find evidence that U.S. agencies or officials illegally armed Iraq."

But on Jan. 31, this bipartisan dike finally sprang a leak. Howard Teicher, who served on Reagan's National Security Council staff, offered an affidavit in the Teledyne case that declared that CIA director William J. Casey and his deputy, Robert M. Gates, "authorized, approved and assisted" delivery of cluster bombs to Iraq through Cardoen (In These Times, 3/6/95).



Bush Administration Uses CIA To Stonewall Iraqgate Investigation

In House floor speeches, Rep. Henry Gonzalez has documented how pre-Gulf War U.S. policy helped Iraq develop weapons of mass destruction. But President George Bush, taking a page from one of the darkest chapters of the Nixon presidency, has enlisted the CIA as part of his campaign to derail the Texas Democrat's Iraqgate investigation. The CIA is investigating Gonzalez for revealing allegedly secret intelligence information, which it claims has harmed U.S. national security interests.
Involving the CIA in domestic political affairs is one of the few remaining taboos in U.S. politics, and so far, Bush has gotten away scot-free with it. His predecessor, Richard Nixon, was forced to resign a few days after the infamous "smoking gun" tape revealed that he had instructed White House Chief of Staff H. R. Haldeman to tell CIA Director Richard Helms to refuse to cooperate with the FBI's investigation of Watergate. More...  


Foreign Suppliers to Iraq's Biological Weapons Program

On 3/21/86, the US Department of Commerce issued a license to the American Type Culture Collection (ATCC) to export aspergillus fungal cultures, used in the production of aflatoxin, to Iraq. ATCC officials said the cultures were not delivered.[1]
According to a 1991 US military intelligence memo, Japanese scientists had been assisting scientists from Basra University since 1984 in researching mycotoxins produced by soil fungi, including aflatoxin. The Japanese-Iraqi team used three species of aspergillus mold to produce aflatoxin.[3]

In 1985, the US Centers for Disease Control (CDC) sent a shipment of West Nile Fever virus to an Iraqi researcher.[4]

Between 1985-89, US firms exported Bacillus anthracis (anthrax), Clostridium botulinum, Histoplasma capsulatam, Brucella melitensis, Clostridium perfringens (gas gangrene), Clostridium tetani (tentanus), Escherichia coli, and "dozens of other pathogenic biological agents," to Iraq.[9]
Between 1985-89, the US firm ATCC sent Iraq up to 70 shipments including 21 strains of anthrax, 15 Class III pathogens, E. coli, Salmonella cholerasuis, Clostridium botulinum, Brucella meliteusis, and Clostidium perfringens. [This may include shipments already listed to the Agriculture and Water Resource Department, Atomic Energy Commission, and College of Medicine].[10]
Between 1984-89, the CDC sent Iraq more than 80 agents, including botulinum toxoid, Yersinia pestis, dengue virus, and West Nile antigen and antibody. [This may include shipments already listed to Basra University, and Salman Pak.][11]
In 1988, Iraq unsuccessfully attempted to obtain biological agents from the UK military research center at Porton Down.[12]
In 2/87, Germany’s Sigma Chemie supplied seven ounces of trichothecene mycotoxin, including T-2 toxin and HT-2 toxin, to the German firm Plato Kuehn, which indicated that the material would be exported to Iraq.[13]
In 1987, Josef Kuhn of Germany delivered 100 milligrams of trichothecene mycotoxin T-2 to Iraq.[14]
According to US Senator John McCain, Iraq obtained tularemia virus from the United States. The US Department of State said it had found no evidence to support Senator McCain’s allegation.[15]
Iraq obtained "deadly pathogens" from the Pasteur Institute in Paris.[16]

The charge, as laid out by a grave Ted Koppel on ABC News Nightline, was that "It is becoming increasingly clear that George Bush, operating largely behind the scenes throughout the 1980s, initiated and supported much of the financing, intelligence, and military help that built Saddam's Iraq into the aggressive power that the United States ultimately had to destroy." = For a bit more detail, here's U.S. News & World Report, from a piece that ran just days before the 1992 presidential election: "After a well-reasoned policy of quietly assisting Iraq during its eight-year war with Iran, George Bush continued to provide billions of dollars in loans to Saddam Hussein after the war with Iran ended in 1988. Despite evidence that Iraqi agents were stealing some of the American loan money and using it to buy and build biological, chemical, and nuclear weapons, the Bush administration increased the amount of the loans."

Don't Fund UNFPA Population Control

Within the next week or so Congress will vote on whether to restore $60 million of U.S. taxpayer funding over the next two years for the United Nations Population Fund (UNFPA). For at least 30 years the UNFPA has been a complicit partner in some of the most unspeakably brutal population control programs around the globe -- including China's genocidal one-couple, one-child policy. Almost universally, women and children -- at least hundreds of thousands of them -- have been the victims of this fanatical crusade. The UNFPA should not be re-funded. It should be universally condemned for the evil acts in which it has participated.

These days almost no sane person gives any credence to the population bomb hysteria that was all the rage in the 1960s and 1970s. Every prediction of massive starvations, eco-catastrophes of biblical proportions and $100 a barrel oil has been discredited by the global economic and environmental progress of the past quarter century. Intellectually, the Malthusian limits to growth menace is stone dead.

But within the Clinton-Gore State Department, Malthusianism flourishes. The Clinton administration still allocates almost $300 million a year to international population control -- or what is euphemistically described these days as "family planning." In countries ranging from India to Mexico to Nigeria to Brazil, the basic human right of couples to control their own fertility and determine their own family size has been trampled upon by the state, thanks in larger part to flows of dollars and deluges of false limits-to-growth propaganda supplied by the American government.

The UNFPA, however, has had a particularly demon-like presence in developing nations. Back in the Reagan years, Congress sensibly pulled out of the UNFPA because of its complicity in some of the most inhumane forms of population containment. Today the UNFPA ludicrously maintains the fiction that the agency has fought coercive policies. How does one explain then, that UNFPA once gave an award to the Chinese government for the effectiveness of its genocidal one child per couple policy?

To this day no one knows precisely how many babies and women have died at the hands of the population control fanatics in China. What we do know is that this program will go down in history as one of the greatest abuses of human rights in the 20th century (see table). The Chinese government's birth control policy has already claimed an estimated 5-10 million victims. I say already because this is an ongoing genocide. An estimated 80-90 percent of the victims have been girls. UNFPA still spends millions each year on population control programs in China.

Incredibly the members of Congress leading the campaign to restore funding for the UNFPA tend to be "pro-choice" women -- principally Carolyn Maloney of New York, Cynthia McKinney of Georgia and Connie Morella of Maryland. But how in the world can an agency that participates in programs that sterilize women against their will or that tells women they have an ecological responsibility to have only one or at most two children possibly be called pro-choice? Last year the U.S. Senate Committee on Human Rights heard from witnesses of the China population program, who related how rural women are forcibly strapped to steel tables in "hospitals" and their babies aborted -- in some cases in the 7th, 8th and 9th months of pregnancy. Ms. Maloney may fantasize that the UNFPA promotes "reproductive rights," but there are quite literally millions of women in China, India and Mexico who would beg to differ.

These programs were never about giving women reproductive choice. Just the opposite. Population control programs have been from their inception about preventing couples from having "too many" babies. Moreover, these "family planning" services do not promote women's and children's health; they come at its expense. There are many Third World hospitals that lack bandages, needles and basic medicines but are filled to the brim with boxes of condoms -- stamped UNFPA or USAID.

Rep. Maloney believes that population control is necessary to "stop hunger and preserve our world's resources." In Maloney's dim world view, human beings are not resources. They are destroyers of resources. Yes, the spirit of Malthus is alive and well in the U.S. Congress.

A vote for the UNFPA is a vote for a fanatical anti-people creed that holds that we should celebrate the planting of a tree, or a litter of three baby seals, but that we should regard the birth of a human couple's third baby in China or India or even the United States as eco-terrorism. This is a fundamentally anti-Christian philosophy and it explains why groups like UNFPA, Zero Population Growth and Planned Parenthood view the Catholic Church as "the evil empire."

The cause of world hunger and environmental disasters in the world today is not too many people. It is too much statism. Almost all of the greatest ecological damage of the past 50 years was perpetrated by the socialists behind the iron curtain.

Reagan had it right when he declared 15 years ago that economic growth is "the best contraceptive." The UNFPA is at best irrelevant to economic development and probably a deterrent. To help women and children in the developing world, the United States should be exporting capitalism, not condoms.
