The U.S. Senate will soon consider a dangerous proposal that would link the U.S. Department of Education with the Department of Labor. The bill, known as the "Workforce Investment Partnership Act," would enact a long promoted plan by Senator Ted Kennedy (D-MA) for big business and big government to determine the "vocational outcomes" of a national education system. The legislation (S. 1186) is greatly feared by conservatives in Congress, who believe it would stifle the individuality and creativity of America's schoolchildren. The bill is based on an education-restructuring plan created by Hillary Clinton and Marc Tucker of the National Center on Education and the Economy. It is the final of three pieces of legislation designed to change America's schools from places of education into little more than job training centers. The most shocking aspect of the Workforce Act is that it would create a linked national, state and local workforce data bank by combining the computer data banks of the Department of Education, Department of Labor and the Department of Health and Human Services. "This bill epitomizes big government," says Joe Glover, President of Family Policy Network. "In fact, it would be a large first step toward outright communism. Senators should remember that communism has been tried throughout the world and failed every time. Why are we trying to resurrect it here?" This legislation mandates state- issued Skills Certificates (job licenses) instead of diplomas, reducing children to "human resource" status. Home-school families rightly fear being locked out of job markets altogether. S. 1186 will give each state's Governor the power to appoint Workforce Development Boards. This Act empowers those Workforce Development Boards to control curricula dictated at the federal level. Call both of your U.S. Senators at 1-800-522-6721. Tell them to oppose S. 1186.
